Mission statement

The Mission of the Homeless Veteran Re-Empowerment Program (HVRP) is to provide a safe and supportive pathway for homeless Veterans to rebuild their lives. This comprehensive and compassionate program provides an advocate to assist the Veteran through an array of services, including counseling, education, and mentoring to help Veterans overcome life challenges, restore self-sufficiency, and achieve stability.  Through this holistic approach, HVRP honors the service and sacrifice of America’s Veterans.

The Program (HVRP)

The Homeless Veteran Re-Empowerment Program aims to support homeless veterans who are willing to take steps to reintegrate into society. We are committed to doing more than simply providing temporary relief, such as giving a veteran a coat. Our goal is to partner with other organizations and resources to help veterans achieve long-term stability. 

The program will focus on the following key areas: 

  1. Veteran Assessment: Identifying veterans who are willing to participate and completing assessments to address drug, alcohol, or mental health concerns. 
  2. Treatment Support: Assisting veterans in accessing necessary treatment through the VA or other partner organizations. 
  3. Skills Assessment: Identifying training in areas of life skills, financial literacy, budgeting, credit repair and other essential areas for improvement. 
  4. Employment Skills Assessment & Training: Evaluating each veteran’s skills and identifying training and employment opportunities. 
  5. Occupational Opportunities: Collaborating with local businesses to secure employment for veterans after initially providing temporary employment with The Sub Zero Mission. 
  6. Documentation Assistance: Helping veterans obtain necessary documents, such as DD214 discharge papers, driver’s licenses, and Social Security cards. 
  7. Transportation: Providing temporary transportation for treatment, work, and training while assisting with securing permanent transportation options. 
  8. Housing Support: Locating temporary shelter and assisting in finding permanent housing solutions, whether through rental or ownership.

Lisa Sprowls

HVRP Program Manager

Lisa oversees all aspects of the HVRP program related to veteran services. This includes developing and implementing strategies to support homeless and at-risk veterans. Lisa ensures program compliance, coordinates with community partners and service providers, and advocates for the unique needs of veterans within the program.

Tim Hickey

Director of Veteran Affairs

Tim offers strategic leadership and comprehensive oversight of all veteran-related services within the program. He champions the needs of homeless and at-risk veterans by guiding the development of individualized reintegration plans, managing a multidisciplinary team, and fostering a trauma-informed, veteran-centered approach
